Signalling and communicating with other road users

Driving is a negotiation with people you cannot speak to, so the vehicle has to carry the message.

Turn signals state an intention before the vehicle acts on it — which is the whole value. A signal given as you begin to turn tells people what they can already see. Signal well ahead, and cancel it afterwards: a signal left blinking is worse than none, because it is information other drivers will act on.
